Yes, that is Yamaha Black and the Evo is a PB Evo X. The color looked exactly the same in person almost, pictures did come out a bit different as the lighting was so bright and was going directly in to the camera.

WOULD THESE FIT ON AN EVO 8 WITH CHARGESPEED WIDE FRONT FENDERS ON RACECOMP ENGINEERING SPRINGS. iF NOT WHAT WOULD AHVE TO BE DONE TO FIT

The Torque in 18x9.5 +20 fitment unfortunately will not clear Evo 8/9 calipers unless you use a spacer in front. To clear you will need to run a 6-8mm spacer in front. I'm not 100% familiar with the chargespeed fenders, how many mm's wider than stock are they?
