it can't be the UTEC. That sounds more like what oil pressure should do, not fuel pressure. The Utec has no way of controlling fuel pressure, and a standard Walbro replacement pump won't cause that high of fuel pressure at idle, or rev'ing the engine.
Couple questions to help troubleshoot. Which Walbro did you get? Is it the standard that everyone else is using in the EVO? Base fuel pressure should be about 43#'s. At idle, it should be 43#'s minus whatever vacuum the manifold is under. So, if you disconnect the manifold vacuum line to the regulator with the car idling, fuel pressure should jump up about 7-8#'s (since your running 272's), and when you reconnect it, it should drop back down. Does the fuel pressure gauge respond that way? Does it still add fuel pressure on a one to one ratio with boost? For example, when boosting 20#'s, do you add 27-28 #'s more pressure than when at idle?
Is there any way you can be confusing fuel pressure with oil pressure?
