Yes. The basic head layout, combustion chamber volume, coolant and oil passages are the same from EVO 4-8, 9 is basically the same but with the added MIVEC stuff.
I rev mine to a safe 7500RPM on the street, when I go to the drag strip I plan on upping the limit to 8,000. I would imagine you could push it to 9,000 but I dont know how long it would hold together pushing it that hard. You will make plenty of power and torque lower in the RPM range due to the added displacement.

it will fit evo head
it's already done couple of times. you can probably search on this forum
it'll come with everything you need to make it fit on 4G63 except adjustable cam gear
