What's the difference between the raliarts SST and the Evolution MR's SST?

Most likely just the transmission ECU. The RA T-ECU does not have the programming for Super Sport mode, while the MR one does. In all likelihood they are the same piece of gear with just a different program.

I thought I had read something somewhere that said ratios for a couple gears were different in the RA vs Evo.

Ah, you are correct. According to the attached, the RA gets slightly higher 5/6 ratios...
