AC Relay or Clutch Gap?

I have a 2006 Lancer ES.

I'm running into an issue where my AC will blow cold for short times and then blow hot. Turning it AC off for 5-10 minutes and back one sometimes will get it to kick back on.

I've measured the clutch gap and it's out of spec at .026-.028, so I'm pretty sure I need to replace the shim.

My problem is that there is no AC relay in the engine fuse box. There is only a relay for horn. The FSM references the relay and I see a lot of talk about the relay. Is this normal to not have the relay on the base Lancer? I would imagine the AC would never work without the relay if it was needed?

Here's the location for the ac compressor clutch relay. There is also a TSB for the ac not cooling and the ac light blinking. If the serpentine belt is worn or loose, the ECU can detect if it slips and shut the compressor down.

Can I swap the horn relay and the compressor relay to test them?

If they're identical yes just to try maybe but i wouldn't keep it there if it works because it might not be the same amperage as your ac relay.
