Hit up a junk yard. Better yet, give LKQ or Certified Auto Recyclers a ring and have them ship the HVAC panel to you. Otherwise it's a very costly part from the dealer.

By the way... no one ever told me... was the heat control hard to turn on HVAC on the Lancers a Recall or TSB?

it is a common occurrence.

Do a search and you'll find the TSB

I have the TSB. But I was just wondering if it ever went into a Recall status. I know it gets fixed under warranty but with it being so common it should have been put into Recall.

TSB = Technical Service Bulletin. Bascially means when a manufacturer knows of a problem they publish a white page on it, and normally describe a resolution for the problem.
