Yes, it is a relay of sorts. I had a 01 mirage that had seperate high and low beams. I had a dual halo set of headlights. I wrecked the front slightly and had to order a new set. The second set came with a wiring harness that had a relay wired in and drew power directly from the battery. It was set up for using both high and low beams at once. You may have to find one of these harnesses or make one yourself. Do you have any pics of your headlights and wiring? I may be able to help out.

Here is a link to a set of mirage headlights with the harness I used on my mirage for dual high beam. http://cgi.ebay.com/ebaymotors/97-98...mZ300264900072
You'll probably have to make your own harness for this, but all you have to do is get two relays, wires, connectors, and the connecters for your type of bulb. You can go on ebay and type in h4 wiring or whatever bulb wiring and find them. Don't worry, I am searching around for you ( and me) to find out how to do this.

Interesting. Can that relay be used with bulbs that aren't HID?
