foot rest problem

so after taking out my seats, headliner, a-pillars, b-pillars, c-pillars, and everything that goes with that i tried taking my main carpet out. and i ran into a problem with the foot rest that you put your foot on, on the drivers side. i tried turning the screw on it, but it didn't seem to loosen it, it ended up not making any difference, cuz i cut the carpet out, but for the new one to go in i would think that would have to come off. has anyone run into this problem before, and any suggestions of what to do about it?

theres a cap you pop off, and the plastic screw... remove the cap and the nut on the inside and while you pull up on the footrest, unscrew the plastic screw.
