sort of...
a tachometer just tells you what RPMs the engine is at. And mine on my stock cluster is broken...along with almost everything else on the stock cluster cuz i tried to change the bulbs to blue...haha it sucks...sticky/jumpy speedo needle and the fuel/temp needles are always at HOTT/FULL regardless and my RPM goes to 1k when im redlining my car...cuz im floorin it and it shifts so i know its near redline.
if the guy on here sells his lancer im gonna buy his white face guages and hvac covers off of him, and at that point im either gonna try to fix my current cluster or visit a junkyard and grab one.
i think ill just look for that huge s-afc thread, one of those are in the future for my car to...so...ill see what the RPM signal is on there and have at it with the Tach.
no one replyed...i guess cuz they all would of said its gay...haha, oh well, ill have an a/f guage and volt gauge on my pillar and a tach on the dash, and a tv/ps2 also...i'll like it damnit

To fix your needles. Pop off each little black circle pieces that cover all the needles (it is seperate from the orange needle). Shave down the back of them, that is where it is probably sticking. A good way of doing that is take a razor blade and start from the opening of the little black cover piece and cut around it so it is shorter and won't rub. Be careful not to cut yourself. You might have to take a lot of it off. Just go a little at a time and put it back on and put the car on and see if they work. You don't have to put the whole gauge cluster back in and screwed in just leave it out until you get all the black covers shaved down and finish testing them.
Let me know if that works.

Drives: A little red Neon. I also have a Lancer that presumably still rolls...but doesn't drive.

Your gauge face probably isn't clicked into place. It snaps in when it's done correctly. That or you may have pushed the needle thingy (the whole black circular part) down too far. Just raise it up a little so it moves freely. If you move it with the gauges disconnected the motor will turn it back to rest. All the needles should do this if they're in place correctly. I'm not sure I worded that so that it makes sense to someone else, but in my mind it does!
(I've had a good bit of experience with disassembling and resassumbling the gauge cluster.)
