ECU Reset

How do you know your ECU has reset and is back online? I went to get my emissions done today and i had reset my ECU before hand and let it idle for about 10 min and drove for about 50 miles and when i got to the emissions place they said my ECU was offline and they could not test it.

Is there a way to know when your ECU is fully reset and back online?

There's no set amount of miles that sets the OBD readiness flags in the ECU to ready. You'll just have to drive it another 100 miles or so and get it tested again.
