help please

sorry about my english i am from guatemala, i have some trobles from like a week ago. i have a lancer 02 turbo with 7psi, from one week ago i can see that my boost gauge do not move from -18 to 0 , it doesn't measure the 7, could it be the vacuum line?, because the boost controller is in the same and the car runs normal, also i am using a greedy type s bov but i notice that when i put it soft it make more sound that in hard, so i just want to know if i leave it in soft would it lose the 7 psi or it just do not make any difference???

If you're just revving the car in neutral, it's normal, you won't build boost in neutral.

So your boost gauge doesn't move at all? Or you idle at -18 and the highest it goes is to 0? If you cannot build boost past 0 then your wastegate or BOV might be stuck open.

But what does your boost gauge do? Does it move at all? Does it move past 0 and show boost?
