Front Fender/Hood/Headlight Adjustment

Hey, I need some advice. I have Chargespeed fenders and jdm headlights as well as a Vis carbon fiber hood. Problem is that the driver side is perfectley flush but the passenger side, everything needs adjusted and the head light points to the left more than it should. It's hard to tell from the pic but if you look close you can see it. So should I take the headlight off, loosen the bolts on the fender and adjust it like that? Does the bumper need to come off before hand? any suggestions let me know. Check the thumb.
