HID headlights adjustment issue - moving up and down

I was behind someone at a light the other night and noticed that the driver side headlight (low-beam) was moving up and down as if I were playing with the switch in the interior. It's only the one side that is doing it.

Has anyone else experienced this? I tried searching but couldn't find anything relating to this.

Since no one seems to know anything, would anyone have the wiring diagram for the headlight adjuster?
