The main purpose of the O2 sensor is to reduce harmful emissions and to make the engine run as efficiently as possible... by combining the right amount of air and gas.
The Catalytic converter reduces emissions, and the O2 sensor reads the air that is passed through the cat.
However the "after cat O2 sensor" is primarily there for emissions purpose, letting the ECU know that the Cat is working properly.
As you can imagine, when there is nothing to reduce harmful exhaust, your O2 sensor becomes overwhelmed, and when the readings reach a certain limit, which then triggers the "CEL" to alert the driver that something is up with your car.
At this point the CEL comes on.
By adding the CEL fix, which extends the O2 sensor a certain distance, so that it is not directly in the exhaust flow. This makes the ECU think that the Cat is working properly turning off the CEL.
