AP not reading boost? or leak?

My AP will peak out at 22.3psi regardless of what gear i pull in. I would think that if i had a leak it would at least vary a little. Any suggestions on where to begin? I updated the AP and the relative pressure is peaking at 22.3 when it should be 26.5. I just updated and hooked the ap back up to check the boost for the first time so I dont really know if it would have always said 22.3. Is getting a boost gauge the next best thing to do?
