Sure

I would hook up Port A to boost/vacuum, leave Port B open, and Port C to a boost only source.

Some also hook both Port A and Port B to a boost/vacuum source or they tee them together.

i think it is
it needs to be a little "lubed" from factory i believe
i noticed that other bov i had before had it too when that arrived new

Yes, this is normal

Synapse does this before shipping them out. We had a bit of a scare when we received our first shipment last year because we weren't aware that this was normal

I have a hks mounted on my uicp, does this bov have that flange to mount where my hks is at? if so do I need to weld it on or does the flange just snap right on the bov?
