Installing HKS SSQ?

Got a HKS SSQ from another member on here. It already has the C clamp and the flange on the bottom of it.. How would I go about getting it installed onto my UICP? Welding it? Thanks for any help/input!

pretty sure it has the Evo flange with it. because when i sit it on the UICP, the flange sits perfectly around the pipe.
