Just a word of advice: don't panic if it comes on at first
I only made it 2 miles down the road before a cel, but it may have been some cleaner or debris from the installation/drilling of the anti foulers..... because the next day I drove a few more miles and the light was gone..... 11 runs at the drag strip and 60 miles later, still no cel
of course now that I posted this it will probably come back on

There are 2 O2 sensors on the Evo. The first is before the cat and the second is after the cat. You do not need to worry about the first.
As far as using 2 anti-foulers you are basically stepping the O2 sensor further out so that it sees even less air from the exhaust flow and hence less likely to give a SES light.

On the IX, there is an 02 on the actual cat...
I was more talking about what I should use to plug the 02 which came on my catback cause my testpipe also has an 02 port (for the IX)

If you go to the manufacturer of the exhaust, assuming you bought it new, you might be able to get a plug. Otherwise this is one I found -- the plug is standard and should fit. Good luck

since you have a 9 , you would need to do the o2 fix to the test pipe bung, or to the catback that has a bung after the test pipe without one.
using the stock 9 cat, you will not need the fix. even with a different downpipe

"what would happen if I were to just scew in the 02 sensor to my catback and get a testpipe without and 02 bung (the IX's have an 02 port on their cat)?"

it would throw a code and your exhaust would now look like/designed all evo 8s with the same problem after switch out the stock cat.
