I work at Napa and we sell wheel lock removal sockets, it just grabs on the outside of the lugnuts (smooth inside the socket) and they're nice and thin which will take them off if that's all you need to do. Of course you'll still have to either buy another set or find the right key to put them back on. Since you can buy this tool anywhere, it really does make them pretty useless though.
yea the dealerships usually have em, they go for about $30, atleast thats what acura charged me when i lost mine on my rsx type-s. or u can call mcgard or whoever makes the evo's wheel locks and theyll have u actually get a foam cup to get the impression of the lock and send it to them and they send it free i think, not sure about that. id try the dealership first if youre in a rush.
Not trying to thread jack, but now i'm confused after reading all the replies. My car has locking lugs on it (one per tire). Are these different than the OEM wheel locks someone mentioned?
And to the OP a tire shop should be able to get them off. On my old car I had locking center caps but couldn't find the key, they got them off using needle nose pliers I believe (but those center caps weren't very good quality so that may not work on an evo)

If its an OEM wheel lock you can email McGard and they will have you take a picture of the wheel lock and you can order a new one. I think the locks are $15. I lost the one for my car and that's what they had me do. http://www.mcgard.com/ContactUs
