If I had to start with a bone stock Evo to be used for daily driving, here's what I'd do:
TBE
O2 Housing
FMIC
Mini Battery
Full I/C piping
Intake
MBC
Cams
Head Studs
ECUFlash tune
Stock turbo is just fine for street use, and even better if you feel froggy and want to take it to some Auto X events.
Use the rest of the $$$ to buy some gangstery wheels/stereo equip/CF parts/suspension... etc, whatever you're into.

"power" is relative. I'm making 277awhp on my 03 turbo. If you want more power than that, it comes down to ...race gas, meth, or a bigger turbo. I'd rather not deal with the two former.
I think the OP should research mods/power, and what he wants to acheive. Norcalevo has a really good thread at the moment on the topic.

The '03 turbo is a 9.8 hotside. Upgrading to a 10.5 would be a worthy investment if you plan to keep the stocker.

It depends on what you want to do with the car. If you want to keep a quick little daily driver I'd go with Exhaust, Intake, Boost control, I/c pipes, Wideband, Tune, maybe even clutch and flywheel setup while keeping the stock turbo. But if you have big plans I'd begin with an ems.

That pretty much will do it for ya... Gives you some fun spool up on a stock turbo car, racing suspension, incredible..... and the exedy twin disc will take almost everything you can throw at it.
