valve cover 31 (+/-4) inch pounds

I'm new to this but does that mean that the valve cover torque bolts need to be torqued to 31 lbs each?

Yes and no... 31 inch/lbs is what it calls for and not foot/lbs. If you overtighten those valve cover bolts you have the chance of cracking your valve cover because it expands a little as it gets hot. Get an inch-lb torque wrench.
