Do you happen to be running a VTA BOV? Or anything like that? That will def cause idling issues.

When does it happen? Like all the time during idle or going from a light to light?

My TurboSmart Dual Port BOV did the same until I adjusted it correctly.

you normally idle at 1k? Warmed up? Perhaps the 8's and 9's are different but a bone stock (9 at least) idles between 750 and 850 when warmed up. You may also want to look into the possibility of the ECU being flashed. The previous owner may have kept it stock, but still flashed it (poorly?). Who knows.

Have you been around other Evo's.. fluctuating idle is pretty normal. Do you have the AC on?

Wouldn't hurt to flash it back to a stock map just for piece-of-mind. The previous owner being anal or not, I would want to make sure. Another possibility is the idle adjuster screw was messed with if the car was previously tuned and then put back to stock. Might as well check your vacuum hoses too while fiddling around the intake.

Trust me, it happens. I was told my car was NEVER modded when I bought my evo. Turns out that was a complete lie once I started adding parts.
