Going Lean ???

Im going lean on take off, I have to rev to 3k to take off without bogging out. Also im going lean at low loads when cruising but the i run rich when i try to hold a steady psi while not wot? but if i go wot the afr are good. Idk the only thing i could think of is that its my bov but i ran a boost leak test and its not leaking. So im back to thinking it has to do with my tune. what could cause this?

Sounds like during closed loop it's lean.

If my timing was off would it only affect cruise enough to be noticed, as when im accelerating its fine.
