I think most people believe that #1 is the one that is used for WOT but just set all of them to the same thing and you should be fine. I'm using the Tephra v5.10 ROM and I only have one table and it works fine but that's what I did before I switched to the Tephra ROM.

i'm using #62 hole and i can get boost to hold. it will spike to 24 psi at peak boost and then taper off to 17 psi. i want to hold to 22psi.
it will hold 22 psi with a Perrin or manual boost controller, so there's nothing wrong with the turbo or boost leak.
i have the pill at the T at the turbo outlet. what else can i do to get boost to hold.

Is the 2nd pill after the solenoid/before the air intake or is it before the solenoid/after the T? Mine's before the solenoid

Stock System and fundamental basics
The stock system works by running two restrictors, one between the turbo pressure source and the T-Piece which then feeds pressure to both the turbo wastegate and the bleeder valve solenoid. The Solenoid also has the second restrictor on the output side between the solenoid and the air cleaner inlet pipe.

One right before the solenoid. This pill smooths air going into the solenoid. Modifying this pill doesnt do much in regards to increasing/controlling boost. And removing this pill actually makes boost control less consistent.
The second pill is between the turbo and the T. This is the pill that you modify so you can raise and control boost.
And regardless how it came, its best to either A) buy a 3port solenoid if you want to do ECU boost. Or B) buy a MBC.

I have the Boost Pill Mod with a 0,6mm Hole in the Pill. In the Ecu i have WGD 100%, Boost Desired Engine Load 159, Offset 120, Error Correction is all 0.
The Load is Peak 240. Boost Leg tested, Solenoid tested.
Map is Tephra V7.
Can anyone Help me?
