Aem help!!!

Here is the deal. I just got this evo and it has a 2.3 gt35r set up with hks 280 cam ,RNR full exhaust system, spearco FMIC, DLI igntion & COP setup, after market intake manifold W/70mm TB, crower valve spring, venom cam gears and a AEM EMS.
I had to put in a new head gaskest in it. That's why I got it for a good deal I put on the head gaskest and when for a test run ever thing was good but my buddy saw that I was at 23lbs of boost and I guy I got it from side it was set at 18lbs so I lowed the boost and now I can't REV over 4500RPM and I can onyl make 9 to 11lbs of boost. I tryed to raise it back up but know thing happen's the boost stays the same. I think it has something to do with the AEM setting. Can any one shine some light on what has happen.
Thanks

By what means are you adjusting your boost.. Manual Boost Controller, Electronic or via your EMS..?

You should double check your headgasket for leaks.. did you install it yourself with the proper torque specs?

It was put in with the proper torque specs for the ARP head stud. I have a MBC and There are no leaks from the head from what I can tell. I plan on doing a leak down test.
