Newbie needs help

I have an 06 Evo and live in CA. I installed the stage 1 California fuel tune and the car feels like it lost power. The stock tune seemed a little weak in the low end but hits hard in the mid range. At the time the car was stock with only a drop in filter. Flashed back to stock and the car runs great.

Recently I added a down pipe and cat back, tried the stage 2 MAP and same thing the car feels like it has less power from 3500 RPM's and up. Unfortunately I don't have a boost gauge but there seems to be a noticible loss in power.

I have only had this car for 3 weeks and bought it used. Am I doing something wrong? How long should I leave the Cobb MAP in to learn ? Maybe the car was tuned when I got it ?

Thanks in advance for the help.
