Thumbs up COBB AP Protuning VIA Guam

I recently Purchased a 2003 EVO 8 out here on the Rock and I am looking at a few Mods just to make me happy with the Car. There are no Dynos out here in Guam, but I was wondering if I go through COBB or Perrin for the Custom Maps could I send them Logs and have the Maps Customized until I am happy with the Performance. This is the Future List of Mods that will be Installed in the Next few months.

Buschur Racing Stage 3 Heads
Kelford 264/260 Cams w HKS Cam Gears
Buschur Racing 20G-9LT "Green" Ported
Buschur Racing Ported and Jet Hot Coated Mani
Buschur Racing Ported Intake Manifold

COBB Catback
Walbro Fuel Pump and AMS Regulator
680/780CC PTE Injectors (24PSI what is Best)
Perrin FMIC with Buschur or Muse LICP/UICP

Is there a Way to Log the AFR Via AP from a AEM UEGO? I want to get Started with a good Tune and I will Lean it out a little after I have a good baseline and Properly Running Daily Driver.

I will be happy with 11's in the Quarter. I am coming from the 6G72TT Platform I have a 93 3000GT that put down 570 Last Year that I left in Storage in Wisconsin. I couldnt Pass up the EVO and this Car is Insane and Shifts Way harder than the VR4 ever has.
