I believe the boost pressure is acting in your favour. You can hold 100psi at all times with a 1:1 boost reference regulator. Opening pressure i snot too important.
The clippard valve is takes about 5ms to open, regardless what others may claim. depending on your PWM frequency, you need to compensate for the opening time and shutting time. At lower PWM frequency, you will extend the flow control dynamic range. at 5mS, PWM frequency of 20Hz, your dymanic range is from 10%
to 90%, pretty damn good.
If you use the booster, you will reduce the response speed. Slow down with a factor of 2+1. (main valve + booster valve delay). I think two valve in parallel. will give your just under 900cc/min of flow.
