Often, swirl marks are a product of washing/drying the car. Have a look at this for as nice primer:

I would strongly suggest some paint protection (wax or sealant). If the paint lacks visible flaws, I'd start with a chemical cleaning followed by a protective application. This can be done by hand. If want to get more serious about the paint, a random-orbital machine is a great investment. It all depends on what you're after. If you'd like a show-quality finish, it takes a bit of work. If you just want a clean car, you can maintain the look with 15 minutes of your time and an application of Aquawax.
