Do you want to get a custom tune or not?
If you don't want a tune right now, but would like a cone filter setup, do what I did and get a used EVO X MAF housing ($25 used, under $50 new from dealership), and a K&N cone filter. The filter will sit behind the stock battery, making a fan shield un-needed, and it is cheap compared to just about anything else out there. The stock EVO X MAF housing is the same internal diameter as the Ralliart MAF housing, so you will not require a re-tune, and a cone filter will fit right on to the EVO X MAF housing.

Should be more on both power and sound level... but I have not dyno tested a cone filter VS drop in panel filter so have no proof

Are you sure that the intake doesn't change the tune at all? The reason I ask is even intakes that use the stock diameter for the MAF have been known to change the tune slightly. It's probably not enough to cause an issue, unless you're tuned to the max, but it's something to check, if only for knowledge sake.

I can only offer my experience here.... my tune maps have not been altered in the idle range, and my A/F ratio meter reads around 14.5:1 at idle most of the time (fluctuating around as you would expect). I am unable to log long term fuel trims, so I don't know if it is off slightly or not, but it has given me zero problems / drivability issues.
Take it with a grain of salt, this is just what I have seen on my car in my climate I don't have the stock battery to block air flow from the radiator fan, so I am using the Carbon Fiber air filter shield that I already had from when the filter setup was on my EVO X.
