Those rims look shockingly similar to the STI by Rays wheels I bought and I can tell you I didn't pay four grand. If you want a set of the Ralliart wheels, I suggest finding an importer as they may be able to get you a set for under 1000$. Yes they'll be used but I think that's worth the three grand discount.

Try Discount Tires (or Tire Rack) The Enkie "EM5" and Sport Tuning "Glide" are both about the same looking rims that come in at under $150 each.
I'm getting a Set of XXR Wheels for about $400. I'm reusing the existing tires so the whole thing going to cost about $500 out the door! They car get several very resonable priced wheels that will fit.
I'm getting Red With Silver lip XXR 002's which are old school Mini light looking wheels (kinda like the AE86's in Initial D before all the changes)

Forged wheels and cast wheels are completely different.
Not worth the $4Gs imo.

Off topic, but I though 4G's is 4000$... not 400$... or am I mistaken? Technically you could have said 0.4G's... hahaha
Anyways those ralliart rims are pure sex, however they will will not fit the 04-06 lancer ralliart, though they may fit a 09 RA... The tires are too wide and the rim might be too wide too, I forget what size I read on the link. I have 17x7.5 or 17.7 I forget exactly with 225/45/17 on em' and I rub pretty bad and I'm also limited to my tire selection because some tires have a sharper profile on the side and rub against my already rolled fenders in back.
Though those will fit my gvr4.. hm.. :: empties pockets :: I got like 3 BIC pens, and a really nice pencil with a chrome clip... haha

Very, very common design. If you just want the looks, you can get wheels that are damn near identical to that for $125 each. Then just throw Ralliart stickers on them. ;P
