? about pulleys

So i got an 04 ralliart and was wondering instead of getting the underdrive kit can just swap pulleys around or something like that? i have heard of people doing this and was wondering if it really was possible. any help with this and my previous one about power steering and ac would be great.

also is there any possible way that i can run the car without powersteering for definite with the way the pulleys are set up and also a/c if i could. the thing i really want is to get rid of powersteering and possibly a/c. well anybody know anything let me know thanks.
